Chief Executive and Treasurer

Chief Executive and Treasurer Paul Johnson

Paul Johnson is Chief Executive and Treasurer of Merseyside Police Authority. He is a qualified accountant and has more than 15 years experience working within the Police Authority and working closely with the police service.

Paul is responsible for ensuring Authority members are properly positioned and fully briefed in setting their medium and long term strategic development as well as carrying out their scrutiny role and managing 28 support staff at the Authority offices.

As Treasurer, Paul is responsible for informing the members on budgetary matters; he works with the finance team to advise members on how much council tax should be raised for policing. By working with the Chief Constable, the Authority then decides how to allocate the money that comes from the precept and from the Government's settlement.

The governance role of the Authority means Paul must have a close working relationship with the Chief Constable and the Chief Officers. As Chief Executive, he takes part in regular Tripartite Agreement Meetings along with the Chair of the Authority and the Chief Constable to discuss issues facing Merseyside Police.
