Performance Management

With effect from April 2008, the government has introduced a new performance assessment framework known as the Assessment of Policing and Community Safety (APACS). This new framework will replace previous arrangements by which police performance was assessed - the Police Performance Assessment Framework (PPAF) - and the separate performance frameworks for Crime and Disorder Reduction Partnerships (CDRP's).

APACS reflects the changing environment for policing and community safety. In particular, it recognises that agencies other than the police service are crucial to help achieve crime reduction and safer communities. Through a single measurement framework, APACS encourages effective partnership arrangements to achieve common objectives. This includes a clear focus on crime prevention strategies.

In recent years, there has been significant progress in Force performance. Merseyside has seen the biggest reduction in crime in England and Wales. Over the last three years there have been 57,000 less crimes. Sustained improvement has enabled the Police Authority and the Force to focus attention on a reduced number of policing priorities, confident in the knowledge that existing good performance will be maintained or improved in other areas. In particular, we wanted to see improvements in the performance indicators that support our priorities for 2008/09.

In support of this approach, the Police Authority set the Force challenging performance targets for APACS indicators most relevant to the Authority's and CDRP priorities. Consequently for 2008/09, all indicators within APACS have been assigned to either Tier 1 or Tier 2 priority status.

Tier 1 indicators are those that were deemed key Force priorities for 2008-09 through the lengthy consultation and negotiation process that took place. Tier 1 indicators are the areas in which the Authority and the Force invested significantly for 2008-09 and stretching targets were proposed for many Tier 1 indicators in line with our aim of achieving improvement in those areas.

All remaining SPI's within APACS are Tier 2 indicators with directional performance monitored throughout 2008-09. The Authority's Performance Scrutiny and Review Committee meets regularly to scrutinise and review Force performance. In addition to receiving reports on national performance indicators, the Committee requests additional information on wider performance issues. Issues can be referred between Committees where the need arises.
